Chess South Africa Junior Championships 2006 (CHESSAJC2006) : Circular No.2

We would like to thank the Regions that responded timeously to all requests with regard to the First Circular.

PLEASE NOTE:  Regional Committees are responsible for the duplication of all the information sent to the Region.  Each administrator MUST be fully informed of all administrative and other arrangements as communicated in the circulars.

1.       Information Management
In our quest to be more efficient in the management of information, we are in the process of developing special software with which you are able to capture all relevant information regarding your teams, etc.  It is therefore essential that the appointed Regional Coordinator has access to email.

All appointed Regional Coordinators MUST please submit their names and postal addresses to us BEFORE 31 August 2006.  Please submit names and contact details (by email ONLY) to Elana Theunissen (etheunissen@seda.org.za).

2.       Accommodation
Accommodation requirements will be captured together with the information in respect of teams, players & officials, using the file.  The database will then enable the organizers to access the total accommodation requirement.


Regions must therefore ensure the final data file is forwarded to us, in the required format by 30 September 2006.  This will help us to finalize the accommodation and catering requirements, to forward floor plans to regions, for allocation of their officials and players, and to confirm numbers with the University of Pretoria.

Please note that rooms will be allocated on a first-come-first-serve basis.

3.       Other accommodation
Unfortunately we are unable to accommodate parents and friends at the venue.  However, please note that information regarding accommodation for parents and friends will be communicated to the regions before the end of August and the information will be posted on the tournament and SAJCA (www.sajca.com) websites. 

4.       Regional Contact Person
Please take note that we will only liaise with one representative per Region.  The Regional Data Manager responsible for the information management could be a separate person if applicable.

5.       Submission of final information
All regions (via Regional Data Manager) must submit their information (data captured using the special files) and deposits as per the overall timetable hereunder:
1.   31 Augustus 2006          Application by Regions for additional teams
2.   08 September 2006 LOC to advise Regions which additional teams can be accommodated.
3.   29 September 2006 Accommodation deposit [50% of the total fee for accommodation]
4.   29 September 2006      Entries for Team and Individual events close, with 30% to be paid by this date, incl. submission of detail files per age group.
5.   15 October 2006            Final day for hostel-bookings & submission of final data-files.  This is necessary to allow some time for the technical committee to validate the files received on 29 September, to add the latest CHESSA files and to get updated files from the Regions, where necessary.
6.   17 November 2006        Closing of Entries – Individual Event [This includes entries of individuals that are only playing in the Individual event.
7.   17 November 2006       Final day for payment of accommodation fees and balance of Entry-fees.
8.   30 November 2006       Closing of late entries – Individual event (incl. R50 additional fee)

Please note that due to the change in format, the number of teams during the event may be increased (Refer paragraph 8). To enable all to know how many teams can participate, it is necessary to build these two steps into the program.

Also please note that all players MUST be paid up members of CHESSA for 2006. The players of Regions that want to participate must be on the CHESSA database files of 1 October 2006.  Players whose details are not complete on the database or who failed to pay their dues for 2006 shall not be able to play for either the team or the individual championship sections of the Nationals.

6.       Banking details
The following bank details must be used for all monies deposited in respect of the 2006 tournament:

All payments (100%) MUST be paid into the above account no later than 17 November 2006.  Any region with outstanding amounts will not be allowed to enter their teams in the Championships.  This includes players who will only be participating in the Individual Championships only.

7.       Development
Each region MUST include, in their teams(s), at least 2 (two) development players for each team entered.  This means that, if a region has 5 (five) teams, a total of 10 (ten) development players must be included in the teams.  Please note that the 10 (ten) players can be in any team(s) as well as amongst the reserves, provided that the overall target is met.

A development player shall be deemed to be any player who:

Any region that does not comply with these requirements shall be refused admission to the Championships.  Any region that has a problem fulfilling these requirements must contact the LOC and the president of SAJCA urgently.  Regions should apply directly to CHESSA for a grant to subsidise the cost of participation (Entry fees, accommodation and transport) of Development-players.
    
8.       Format
Following submissions made after a request at the SAJCA AGM during December 2005, the CHESSA management committee considered on 20 July 2006 the various options for the format of the tournament as submitted.  The instruction received from CHESSA is attached hereto as ANNEXURE A.  The effect of this will be that:

9.       Transport Requirements
Information regarding transport requirements to/from the airport & train or bus depots, must be provided to the organizers [Elana Theunissen (etheunissen@seda.org.za)] not later than 15 October 2006, where after the service will be arranged and priced. Cost information will be provided to the requesting Region based on the numbers/service required.

10.     Trophies
All regions that are in possession of any National trophies must return them to the Local Organizing Committee on the 3rd of December 2006 (during registration).

Please note that it is the responsibility of the region to ensure that:

Failure to return any trophies will result in your teams/individual players not being able to participate in the specific event/section.

11.     Clocks
Each region is responsible for bringing 6 clocks per team except for the u/10 teams for which 4 clocks per team must be supplied.  All clocks must be in good working order.

It is requested that teams bring electronic clocks (if possible) fitted with new batteries.  Electronic clocks will ALWAYS have preference over analogue clocks.  The organizers will not supply batteries for electronic clocks.

          We wish you well in your preparation for the Chess South African Junior Championships 2006.

FORMULATION OF DECEMBER 2006 JUNIOR TOURNAMENT

AS PER CHESSA MANCOMM MEETING OF 20 JULY 2006

1  Team Event

   
1.1       Champions Section

The Championship Section will comprise of eight teams who will play a seven round Round-Robin Tournament. The bottom two teams will be relegated for the next year.

1.2       Candidates or / (“B” Section)

The Candidates Section (Or “B” Section) will be a 7 round Swiss Tournament, scored by ‘match’ points. The top two teams will be promoted to the Championship Section.

2  Individual Tournament

   
The Individual tournament will be a 7 Round Swiss with a maximum of 100 players. This will comprise of the 60 highest rated players in each age group plus an additional 40 players who will be nominated by their respective Regions as wild card entries. Each fully paid-up Region will have the right to nominate 2 of their players as wild card entries. Should a Region not exercise its right to nominate 2 players the LOC may enter other players in their place.          

There will be a “Development” Section, which will comprise of the remainder of the players in the age group. The tournament will also be a 7 Round Swiss.
